    DISCUSSION: Transferring aircraft to the Russian register

    The Russian authorities have been emphasizing the need to transfer aircraft to the Russian register for several years now. Registration decision is made by lessors. Up to this point neither foreign, nor Russian lessors have been interested in transferring their fleet to the Russian register. However, several Russian lessors express readiness to support the initiative should the government clarify the situation and bring the airworthiness procedures, risk management, registration costs and availability, as well as certification maintenance and other related issues to international standards.
